You can spray 2,4-D directly into water. TVA uses it by the 1000's of gallons to control milfoil on Lake Guntersville.

Many people spray directly onto water. In most places, you need to be a certified pesticide applicator.

It's acceptable in particular situations, but not usually recommended.
