Older dogs have a harder time honoring imo.
When they are 8-10 weeks old, you can teach them simple things that become part of their psyche. Sit, Stay, Come...all to a whistle as well. Older dogs have had opportunities to "learn" things you don't want them to do.

Is it worth the work of training a young puppy? I've heard it's a pretty big time commitment.
