what I have heard is that a movie must be mentioned at-least 5 times for it to make the list.
so a film which gets 4 #1s won't get ranked
while a film if ranked high enough with 5 #40 will get ranked.

This is true in theory but it never happens.
First, the minimum threshold is flexible. It depends on the votes.
Second, really a small selection of films gets number one, so that really shouldn't happen. And I keep an eye on things like this.
