I want to say there are three sections like the alien base where you can pass time before attacking a static objective.
I second guy who said invest in aircraft, make sure to equip the Ravens with up to date shite and have a few of the combat boosts ready to go, because failing to stop a ship will screw you with the panic increase. I swear whenever I am upgrading weapons (it takes a day) I am sweating buckets because of how fricked you are if aircraft isn't ready to go.
Also it's absurd how understated the importance of satellites are, always have one or two satellites queued up and two ready to launch at any time. They are crucial to preventing countries from getting high panic before a council report. Also, when you don't attack an objective like the alien base the game difficulty will continue to ramp up regardless of whether you progress the story.
