big star are clearly one of the best answers. #1 record is one of my favorite albums of all time, and kind of the definition of being underrated considering it was basically never played to much of an audience, even though the band put out a couple more albums. big star are very underrated, but given their attention in recent years, I have to think of some others to say that are still virtually unheard of outside of music snob world.
Game Theory and Television Personalities come to mind. As for modern music I'd probably say Wingnut Dishwashers Union, Beulah, or maybe Swearin' (even though they only released their first album last year, doubt they'll get big though).

The problem with Big Star is, they are very highly rated. I would say maybe underappreciated, but they are in almost every influence discussion. Not known by enough people is probably more appropriate.
