I agree with others about a used kayak if your budget is $650. I screwed up and bought a cheap kayak to start, and almost never use it. I have a great canoe that's very fisherman friendly though. It's an Indian River tunnel hull, 14'. EXTREMELY stable. I built seats on front and rear that are flush with the gunnel, and then put adapters and swivel seats on that. I can stand on that level with no issue due to the tunnel hull stability.
