Other way around.
In my mind the X-Files ended after the first movie. Especially early on the question natural vs. supernatural or terrestrial vs. extra terrestrial was often left up to the viewers imagination.

That's true as far as waiting years to know the extent and nature of the "project" the rest of the series should've been mulder "fighting the future" the title signifies a switch in the series while continuing monster of the week episodes
