I'm moving there in May and have spent a few weekends there. here are my suggestions
Bacon Restaurant - Great breakfast
219 West - Tapas style
Salt Lick- famous bbq in Texas Hill Country- about 25-30 minutes from Austin
Perry's - Steaks
Perla's - Outdoor seating on South Congress
Hills Cafe - Great Burger (south congress/hippie ville)

Hill's Cafe is more on the borderline of some of the barrio... I used to live on the good side of SoCo from it.
Their CFS and burgers are good though.
Jack Allen's Kitchen out off of 71 is good as well
