People are so quick to look at A&M this year jump to too many conclusions. If you look at A&M over the last 20 years, you'd have a different opinion.
If 4 years from now, A&M is a top tier SEC school, it will be because Sumlin (or some other coach) has developed it into one...not because the program is inherently at that level.

I agree with this too.
I would think it might come down to what motivates Sumlin. Is it where he lives, is it winning championships, is it money, is it getting to the NFL?
His system, as it is run now, is going to do much better on the West coast. He's going to probably have Manziel for only next season. Hard to figure that he'd leave now, but long term, he may have an eye out there.
Let him run the gauntlet here one more season, even with the likes of a Manziel, and I think things may become a bit more clear.

So what does it mean to be "inherently" at that level?
There are several components a program must possess to be naturally positioned for long-term success.
Consider these factors as if you're starting from scratch (i.e. the things you want if you're creating a football program at a university).
1) Location--meaning, proximity to recruits.
2) Fan base--a raucous fan base willing to support with the $ is clearly a necessity.
3)$$--Pretty self-evident. Ties into the fan base element.
4) Gameday experience--kids want to know they're going to play in an electric environment week in and week out. Big and loud crowds have a measurable impact on recruits. They want all eyes on them.
5) Exposure--Again, self-evident.
Which of these does A&M not have?
