It really wouldn't be that crazy to have a baseline classification for all sports based on the schools numbers, then let each individual team play whichever division they want. You could have a super division in football too, but why that won't work is you will never get all the best teams together. Some will see the competition clearing out of their division and will stay to win a weaker classification.
