Yes, they should. My main reason for voting yes is that the almighty, higher than thou, baseball writers should not pick and choose who they think was juicing and who they think was clean. There is no way to verify if someone was clean. So, I think it is arbitrary and ridiculous to punish the best players of that area by not voting for them, while at the same time voting for marginal HOFer's because they are supposedly "clean."
If there is one thing the PED area should have taught us is that everyone is suspect. To vote for a Mike Piazza or Bagwell over a Mark McGwire because you think the former did it right is bizarre.
Either no one from that era should get in, or vote the best in. Baseball didn't ban these guys; so, put 'em in. Put them in a special wing if you want, but they should be in the hall.

Do you think they should keep out those who were known steroid users like Bonds, Sosa, Clemens, and McGwire?
