I think it is fear. They don't want the offense to lose the game and would rather play it safe counting on the defense or a big special teams play to help win the game.
My philosophy is that if you have a great defense to keep you in games, then you also have a great defense to take chances with that can bail you out if you do make a mistake on offense.
