that was the point

it wasn't a big deal.

it was a genetic mutation that affected 10% of the population and it never really "took off".(pardon the pun) There's no need to explain it, because it wasn't a big deal....until we find out that the rainmaker is a super powerful tk that can make people explode. That's what makes this kid so special/terrifying in the future. If tk was talked about and explained more, it would have remained in our minds throughout the movie and made the ending all too predictable

Exactly. It wasnt discussed in greater detail because the story was told through a narrators perspective and the narrator didnt think it was anything special.

My problem was that the story was told through young joes perspective and he knew that the rainmaker needed to be stopped yet the viewer was never given any details as to why he must be stopped.
