How high is Annie Lennox on your list?
I just finished watching LOTR - Return of the King and this performance always blows me away:
Into the West

For me its unquestionably Elvis Presley.
Gonna go full blown gay here and just say that the man had the voice of an angel. Certain songs he did gives me chills every single time I hear them .
From there I'd go: Aretha Franklin, Otis Redding, Freddie Mercury. Not necessarily in that order

Of all time? You have to go back to the real vocalists - Andy Williams, Perry Como. Modern times - John Berry, Martina McBride, Roberta Flack, Dionne Warwick.

are you being specific to the rock & roll genre ? Because there are a lot of candidates out there in a lot of generations :
Sinatra
Andy Williams
Robert Goulet
Domingo
Pavarotti
Marilyn Horne
Streisand
Reba McIntyre
Whitney Houston
We could go on forever.

It's hard to say, but these two have to be in the hunt:
Sarah Brightman and Andrea Bocelli "Time To Say Goodbye"

In no particular order:
Loreena McKennitt
Anne Wilson
Freddy Mercury
Geoff Tate
ETA:
She belts this shite out so effortlessly...
Loreena McKennit - The Old Ways (Live) (when it should sound shitty due to video quality... but doesn't - you've got talent)
Loreena McKennitt - All Souls Night (live)

For rock it's Chris Cornell for me, overall it's Andrea Bocelli. I don't like opera but that dude has pipes.

Any list that doesn't have hundreds of opera singers at the top isn't legit.
