Because if nobody else gave him a max offer. They would just have to match the highest. Thus saving money

Because of his injuries, there was a shot that no one would offer him a max deal. If the best offer Gordon had gotten was 4 years, $44m, the Hornets could have matched it and saved money.

Gordon is the old CBA mentality player... be 'hurt' and collect a check.

1) He hasn't done enough in his career to get that money.
2) You don't offer a max right off the bat to a RFA when essentially you have all the chips and cards. You offer the qualifying and see what the market says.
