Texas lost Bell after he sent a letter to the MLB scouting bureau that basically said "don't even draft me, I'm going to school". And San Diego ended up with a pitcher that was taken in the first round. Each kid is different.

I think players taken in the first round usually have a pretty strong interest in signing, and if they end up in school it is usually due to a breakdown in negotiations or an issue with the organization that picked them. Guys with strong commitments and/or high dollar demands usually drop lower than they should. And I mean "real" strong commitments, not just the ones that say all the right things about college for leverage purposes.
