it's been awhile, It's a Bushmaster made in Windham, Maine. Before they got bought out. Brownell's has them for $550, not worth selling at that price.

It depends on what you use. You could easily build one for less than $1000 pre SH. You could still build one for around $1000 if you were patient in getting parts. To build a good rifle with a good barrel it cost anywhere from $1200 to $1800 depending on the rail you choose (DD rails are <$300) sights, optics, etc.
