Almost 70% of Star Wars was about Darth Vader in an antagonist role. The vast majority of Dark Knight Rises is about Bane and his role as an antagonist.

It doesn't matter who shows up at the end or who is actually in charge. The movies clearly centered around Bane and Darth Vader and they are considered to be focal characters. That makes them the main antagonist in those movies.

The series is about Annakin's fall and redemption.

The main antagonist is the emperor.

Bane was taking orders from Talia, the slow knife.

Bane was the knife you see, the misdirection. They were pretty clear, I thought.

If you want to be very technical the main villain in TDKR is Ras a Ghul (with Tilia by proxy on his behalf and Bane by proxy on her behalf). That's one reason the plot was convoluted aside from the absurd coincidences etc etc
