HIP certification for migratory birds

What is it? It was free and all I had to say at wal marks was "I need a federal duck stamp and hip certification" and I got my stamp and a printed out hip certification thing on ldwf license paper I had to sign and keep on me. Is there supposed to be more to it than that? Because that just seems totally pointless.

They are supposed to axe you how many birds you killed the year before.

It ask questions on migratory birds killed the year before, ducks, dove, woodcock and a few others. Nothing more than a survey..
