No such thing as legal athletic scholarships. So if they are waiving tuition for athletic ability then tell your principal to file an official complaint

There's no way you can truly prove that it's for athletic purposes. They just say they are offering tuition waivers for disadvantaged youth. Then it looks like you are picking on some poor kid.
