I can answer it. To prevent coaches from challenging an auto review play. Pretty easy.

If it's going to be reviewed, anyway, there is absolutely no harm in ASKING FOR A REVIEW.

that is why the penalty flag was thrown
why can't the refs review it like they are supposed to after the penalty if enforced?
that is the question.
