It's capped so that you only get 5% cash back on the 1st $1500 spend in those categories.... So you would only get $190 cash back for that $13k unfortunately
You best bet is to find something with a really good signup bonus that says you have to spend so much in the 1st few months

it's 1500 spent. So, it's up to $75 for the 5% per quarter. after that its 1%. you would earn $190 on the 13K
you also get $100 cash back if you spend 500 in the first 3 months.
