I don't think Leah ever dresses her kids. They just roll on the floor in their own filth.
And yeah...we all know Kail initiated the hitting. That's why she has those bruises on her wrists....he was restraining the jealous ho. Her friend even knew it when she told him about it in the beginning of the episode. We also know she hits Javi from the previews.
