ratings have been constant, maybe not amazing, but constant. The CW is also more interested in created a "cult following" than "killer ratings" for the most part - it's why shows like Nikita have gone on for 3 seasons even though their ratings are abysmal, it's because Nikita has a cultural following, which helps with the WB as a brand.
I would actually say that Warner Brothers makes 5 times more money from their tv productions on other stations than on the CW.. but it's still very important for them to keep their brand high.. in doing so, they are able to market at a much more stellar rate across the board.

Arrow's been successful on the print side for DC as well. Green Arrow comic sales have risen and they're about to reprint some trades of the older material to capitalize on the momentum from the show.
I don't think Arrow's going away anytime soon.
