To a certain degree, yes. Many less talented QB's than Mett are succeeding in college football right now though.

And how do you know they are less talented than Mett? Or what talents are you comparing? Just arm strength? Or are you factoring in mental ability and foot speed? Just because a guy is 6'5" with a strong arm does not mean he's a super talented QB. Give me super smart with good feet, standing 6 foot with average arm strength every day of the week (see Drew Brees).
But to your point, it will always be a combination of scheme and QB ability. Right now, we suck at both.
