I'm assuming it's because he broke the plane with his hand (and the ball it looks like) and then his knee went down in the end zone (doesn't have to be touched in college).
ETA: At first I thought it was just his hand that came out but it looks like he did cross the plane with the ball before putting his knee down.
That sucks.

It's all very weird and kinda brings up the inconsistencies regarding the rules on where balls are spotted/breaking the plane/forward progress, etc

The rule itself still makes sense even when you're talking about breaking the plane. At the very least half of his body comes out with the ball. You just don't ever see it happen like that.
But I agree on the inconsistencies across the board though.

there has to be defensive contact for forward progress.
imagine that he had ran out to the 20 yard line, then back to the endzone and then took a knee.
thats basically what happened; just on a smaller scale.

Yea, I'm not using forward progress an an excuse here. Just saying these rules are always confusing because they are inconsistent.
I just want to know what the rule says about safeties because Idk what it is. Body part, ball breaking the plane, entire ball crossing the goal line, etc
I was wondering last night during the LSU game. Id assume the entire ball has to cross the goal line for the rules to be consistent.

From what I've read it has to do with when the ball is declared dead and the reason for it being dead.

Then this is said about a touchback:

This is said about when a received kick comes into live play:
