Well they should clear up their explanation.
I know that we can't have them, but after reading that I would think some may believe they can get away with unexcessive animation.

That rule probably wasnt updated after they changed it. Ive read on here that they used to be allowed and some people were grandfathered in

Yeah, only a few people have them. Chicken, Prom and maybe tduecen I think.
