Tech releasing players ALWAYS causes a cap penalty. There is noway to keep up with that cap penalty.
Just like someone just released a FB that was taking up cap there would have been a penalty for that thus not actually freeing up the cap.

Are we advancing on the normal dates or have you been speeding up the offseason. Did you advance last night?
