King Maegor supressed the militant orders of the Sword and Star. That was way before Arthur Dayne, so you just squashed my theory right out of the gate.

No one knows this yet, except for our man GRRM. There is nothing on how the office of Sword of the Morning is appointed. We don't even know who is in possession of Dawn right now.
I did read that before Arthur Dayne was given Dawn, it had been some 40 years since the previous Sword of the Morning.
The entire thing is a mystery.
