How can he be drug tested if he is not associated with the football team?

Remember: If he stays he will be a regular student just like everyone else. I am pretty sure that the university cannot drug test a student just because...

Playing on the team is a privilege.

He shows up, every day (or 5 days a week) at a certain office at a certain time. The football assistant, team doc/nurse, etc., says, "Pick a number between 0 and 9" - Mathieu, "It's always 7, yo."

"Okay, 7." [Pulls up selection randomizer, my choice is the DJIA] - "The last whole digit of the index is '7' - that's a test. You know the drill." He is fully observed at this point, all the way through the delivery of the specimen. If he pulls 10 straight right (or wrong) numbers, he tests 10 straight days, but he has to be prepared every day. This discourages binging right after testing and various attempts to purge, conceal the use the next time.

Also, he gives a hair sample every other day. This discourages being "around" people who smoke.

If he fails to show, without an excuse, he's gone. If he fails to show, with an excuse, he picks 2 numbers the next time.

Correct, unless he has a university job. Otherwise, the screenings would need to be voluntary.
