Actually, quite a few people feel like the NCAA was within its bounds to apply the sanctions. It's a voluntary organization & its executive committee, made up of 18 university presidents, made the decision after obtaining several legal opinions from its attorneys. The words "lack of institutional control" can cover a wide variety of violations. Obviously, many disagree as well, but there are quite a few who do agree 100%.
