Just for kicks I'll take your points and insert what I hope for...
My ideal would be to sell Torres and buy a top striker (Falcao, Cavani, Jovetic etc...) That guy would get first crack at being the man with Lukaku and Ba battling it out early in the season for backup and the 3rd guy being a Cup player and sub.
With the Schurrle deal looking to be set I'd guess we are pretty well finished here with Hazard, Oscar, Mata, Moses, and Schurrle with Ramires available to go out wide in a pinch. I'd like to keep, and bring back, KdB and see what he can do with a season in the EPL but from everything I have read we would sell him as part of the Schurrle deal. I'd rather keep KdB myself. I'd be pretty shocked if we didn't loan out Piazon again next year.
This is Luiz's home for me. I think he has been mostly brilliant since moving more to this role and it fits his style much better than CB. Partner him with a mix of Lampard, Ramires, Essien, and Mikel and I think we are set here. Chalobah on loan again and be ready to take Essien and/or Lampard's spot the year after in a backup role. I have high hopes for Chalobah.
This is where I disgaree with you most. As previously pointed out I think Luiz should be primarily in the midfield. I'm assuming you just totally forgot about Cahill, as nickhole mentioned, but he, Terry, and Ivan (with Luiz available in a pinch) will suffice in this role for me. This is going to be an area that needs to be addressed next summer for sure though as Terry will probably be done (or a bit player at best) and Ivan will be 30.
If Bertrand isn't going to be Cole's heir apparent then there does need to be some discussion about what to do at LB. We either need to sign a younger guy this year and loan him out or we are probably going to have to spend big next summer for a guy that can come in and start immediately.
I've been underwhelmed with Azpi, not that he's been bad, just very average for me. I actually prefer Ivan at RB. However, I don't think we are going to make many moves here as Azpi is clearly the plan for the future. Ivan and Essien can give him spells when needed.
Keep Cech at least one more year, he's still the man for me. Courtois wants to go back on loan to Atleti and we should let him. He's getting great experience there.
Agree just another attacking mid (preferably a out and out winger) so Hazard, Mata, and Oscar can get some rest. I was against a big name striker last summer but I think if we want to get back to winning PL titles and making consistent deep runs in Europe it's time. With our midfield it's too big a shame not to have a dominant forward in there for them to feed it to.
So for me...
CF- Ba, Lukaku, new signing
AM- Mata, Hazard, Oscar, Moses, KdB, and Schurrle(though I'd prefer a stop gap winger like Robben),
DM- Luiz, Ramires, Lampard, Essien, Mikel
LB- Cole, Bertrand
CM- Terry, Cahill, Ivan (Luiz sparingly)
RB- Azpi, Ivan (Essien sparingly)
Get rid of Marin, Benayoun, Romeu, and Torres (though I'd be bummed to see him go)
