From The Advocate's article, it sounds like it was his own propeller. Tragic.

It says in that article that another boat came by too close and clipped the rope, causing the anchor to fall in the water.
Then it says he dove down, but the water was only 3-5 feet deep.
And for the prop to be spinning, the motor would pretty much have to be on and in gear. This article has a lot that doesn't make sense.

Wow! So the boat was in gear. People should take boating safety courses.
