As per a critic on twitter. That's usually a sign that a movie is very good when review embargoes are lifted that early. It allows the movie to get some extra buzz. For comparison's sake, Warner Bros didn't allow reviews to be posted online for The Green Lantern until a couple days before its release last summer. Allowing reviews to be posted three weeks out is pretty impressive and unprecedented. It means they think they have a winner on their hands.
ETA: The Broadcast Film Critics Association website has a score up for The Dark Knight Rises. Scores are still being calculated but it is currently a perfect 100/100 on their website with a 4-star rating. Reviews are not posted and critics who have reviewed it are not known.
