I think he is referring to the fact that there are a shite load of retired old people in the state of Florida and that negatively impacts his state's statistics in this particular case...

For example: Tejas and Florida have pretty similar state populations (they have a couple million more, but they're both up there around 20-25 million). Tejas however, has something like 5x the number of high school students that Florida does......yet we put just as many kids into the NFL & D1 (if not more)
