Cause a state's total population can be a very deceiving statistic. If you want to look at "per capita", look at a state's high school student population, or even males 16-21.....or something similar

I think he is referring to the fact that there are a shite load of retired old people in the state of Florida and that negatively impacts his state's statistics in this particular case...
