Trends in NBA draft lottery

For reference, since 1990, when the NBA moved to a weighted draft lottery, only 3 teams with the worst record have one the lottery, while the second and third worst teams have one 4 times each, the fifth worst team has won 5 times in this span.

The law of averages gives the spot who hasn't got the first pick a better chance to get unless the system is messed up
