I blame them both.
The coach is there to make sure he does the right thing, especially on a high, deep, fly ball like this.
You don't stare at the ball and not say anything. You make sure he knows to tag, regardless if he really knows or not.

Coach got caught watching the ball, as did Pigget, as did Jim Hawthorne (he basically called it a HR)
