Any punishment handed down to player from the NFL has to go through the NFLPA, they are a union with all the union by-laws. No the NFL does not have to wait on a NFLPA investigation but they do have to have proof of evidence before handing down punishment.

We all know this. It was reported earlier in the whole thing that the NFL is turning over nothing. The Saints even didnt allow interviews of effected personnel by the NFLPA.
