TO v. Moss - What is missing?

Moss had a terrible year last year, so bad that he flat out quit and retired. He worked out with a few teams during the offseason and was just signed by the 49ers.
T.O. had a monster year with Cincy, blew out his knee, and rehabbed it pretty well from what I can tell, but isn't being looked at by anyone.
Both seem to be cancers to a locker room, so why is Moss receiving all of this love and T.O. isn't? What am I missing here?

Moss can strech the field forcing D's to adjust accordingly.
Owens never had track speed and was a run after the catch type.
Guys like Moss or DeSean Jackson add an element that is much more rare

Moss still runs a 4.3 and didn't come off a blown knee/surgery..
And his last year probably wasnt very good because he got traded from the team he loved, played on 3 different teams with 4+ qbs, and 3 different offenses.. but thats just a guess..
