I just read the explanation of a helmet to helmet hit on nfl.com and you are right and you are also wrong. The definition states that it is Illegal to hit a defenseless player including running backs but when a player takes 2 steps forward looking forward he is no longer a defenseless player and in Pierre's case he lowered his head therefore making it a legal hit.
