You do realize 50% of the top 10 rated NFL QBs complete at very near 60% rate?
JJ also threw 75% vs Gumps in 2010.
Compeltion percentage is not a perfect indicator of accuracy. Bad passes can be caught, and good passes dropped.
Some plays require perfect passes in to coverage, so being off slight will result in an incompletion, but to say it was a very inaccurate pass isnt... well, accurate.
Missing guys by throwing 6 feet over their reach or 6 feet in front, and bouncing passes 5 yards in front of them is very inaccurate however, and wont show up in stats.

So how do you suppose we quantify passing accuracy?
I guess that's why all the Top Ten FBS QBs throw near or above 70%.
Every other QB is judged by the same measure and they all miss, have drops, and PBUs. Comp% and RAT reflects that.
