He is Brady, Manning and Joe Montana all in one. He runs like Mike Vick and can leap small buildings. The coaches saw all of that but just felt loyalty to the two headed monster of Lee and Jefferson.
Of course he got a legit chance to compete. He wasn't ready yet, hopefully he will be as good as you think he is.

What's sad is that Miles would start JJ and JL over a player like that for the reasons you named
