I have a mixture of reactions. The whole story just makes you feel sick to your stomach and yes IMO the grad assistant should have gone to the police himself and reported the crime.

But as anyone who understands human behavior will tell you moral behavior and judgements are strangely susceptible to manipulation by other people and especially the actions of people around you with the guise of authority. There are a lot of examples that show this but an easy one to point to would be the Stanford prison experiment.

In failing to act further the grad assistant was morally culpable and did fail to see where his responsibilities lay... but in the presence of major authority figures with the national reputations for honesty and integrity (yes, that is Jo Pa I am referencing) what he did in reporting the issue to them is probably what many people would have done.
