I think Heath did what he was supposed to. He was supposed to be a different Joker, not the one that Hamill portrays. At the same time, Hamail does a perfect job at what he's supposed to do.

This is very true. Whenever I'm reading and Joker comes up, his voice is what I imagine in my head.

Completely agreed. Ledger's Joker is exactly what he needed to be and was thus pretty perfect. They're both perfect incarnations of the type of character they were supposed to portray. Note I'm not saying that Hamill is undebatably the best Joker, I'm just saying he is the true essence of the character. You can certainly make a strong case for Ledger being a better and more threatening villain than Hamill ever was and is probably the most sinister and frightening the character has ever been, but for me getting the true essence makes it the definitive version. Missing Joker's gag items and standard appearance (and note these are not bad things) just take away from the overall essence of the history of the character.
