Per the review above, the 03 is stiffer and better for carry loads. 04 is lighter and doesn't affect lighter practice loads, but gives a snappier recoil for carry loads.

I think you got slightly lost in terminology. The "reviewer" was referring to two versions of guide rods (with captured springs) that have been shipped with Gen 4 G-19's. The Gen 3 is not stiffer than the Gen 4 (irrespective of the guide rod).
The primary differences between the Gen 3 and the Gen 4 are :
* Different guide rod & recoil spring system. The first units had issues with 115 grain ammo (range ammo). The newer style guide rods (stamped "04") seem to have resolved this "issue."
* Changeable back strap inserts on frame.
* Slightly stiffer trigger pull (due to redesigned frame).
I have seen no difference in price between the Gen 3 and the Gen 4. Glock is still making both versions, and reportedly will continue for the next year or so. At some point the Gen 3's will no longer be made.
Personally, I would stick with the Gen 3. As noted above it's the "tried & true" version. Then again, I would never buy any new weapon (or new version of a weapon) for self defense until it has been out for at least a couple of years.
