there is definitely a rule in place, but the powers that be will not let the Sugar Bowl go elsewhere if Tulane drops down.

I seem to recall a baseball team hosting a regional 60 miles away from their home (can't recall who though, maybe Uconn in Hartford instead of Storrs) so I think they would make an exception and let LSU be the host school.
