Tulane is staying div 1. It is hard to win because of the ridiculous limitations, but good coaches succeed and go on, some to win national championships, Mack Brown, Larry Smith, Tommy Bowden, Rich Rod.

I'm almost positive there isn't a requirement for a D1 team in a city for a bowl game (even a BCS bowl) to have a game in that city. They don't have hosts like they do in NCAA basketball and I'd assume LSU would be allowed to host in NOLA for basketball due to proximity anyways.

That said, Tulane still wouldn't drop to D-III in basketball I wouldn't think even if the football program went D-1AA or D2

The bowls were there before any of those played D-1 ball.
