but they can only arrest you for DWI after giving the sample.

Taking of blood, and therefore DNA is FAR above reasonable.

1. They must have probable cause.

2. They must get a warrant still.

3. They are just streamlining the process by bringing the judge to them.

You would be incorrect. The sample is nothing more than additional evidence. The field sobriety and totality of the circumstances at the scene of the stop is the basis for arrest.
