I'll start with the Sleestak from the TV series Land of the Lost (1974).

There is literally nothing intimidating about these creatures. They hiss like cats, are easily confused, and move at the speed of sloth.

Their role could have been easily replaced by a true life repitilian succubus, such as Victoria Beckham.

Fair enough. I guess it's a subjective premise. Who do you think was an overall shitty villain?

although Freeze is certainly intimidating, his puns make him much less so and therefore shitty

By the way, I think sophomoric comedy villains should be discounted because they're way too obvious.

My favorite suggestion so far has to be Mr. Freeze. Horrendous.

What makes matters worse is that director Joel Schumacher was completely unapologetic about that steaming pile of dead fetus shite that he fed to his viewers.

If we are not counting comedy villains(Dr. Evil etc) I want to nominate Philip Seymour Hoffman for his Villian role in Mission Impossible 3.

A forgoton but all time great performance of critically acclaimed actor getting a paycheck role.

Absolutely perfect nomination.

eta: Which makes me realize that most James Bond villains are pretty terrible.

Shooter McGavin: Just stay out of my way... or you'll pay! LISTEN to what I say!
Happy Gilmore: Hey, why don't I just go eat some hay, make things out of clay, lay by the bay? I just may! What'd ya say?
